Mrs Doris Katai Katebe Mwinga was the Clerk of the National Assembly of Zambia. She was born on 17 May, 1957 in Kawambwa District, Luapula Province of Zambia.  She completed her Cambridge O level studies at Dominican Convent Secondary School in Zambia in 1975.

From 1976 to 1980 she studied at the University of Zambia where she graduated with an LLB Degree.  In 1981, she went through the Legal Practitioner’s Qualifying Examination and was subsequently admitted to the bar by the Council of Legal Education in Zambia. In 1994, she studied at the University of Calgary in Canada where she graduated with a Master of Laws in International Environmental Law in April 1996. 

In her professional career, she worked as a State Advocate in Zambia from 1982 to 1984 and later, passing through the ranks became the Senior Parliamentary Draftsman in 1989.  Later on, she served as a consultant in different organisations and later became the National Expert Chief Parliamentary Draftsman at the Ministry of Legal Affairs (World Bank) before becoming the Clerk of the National Assembly of Zambia in 2002.

She is married to Mr Lawrence Mwinga and has two children.

Mrs Mwinga resigned as Clerk of the National Assembly and as President of the ASGP on 18 May 2017. The duties of President are temporarily carried out by Vice President Geert Jan Hamilton.
