Dr Yvonne UMULISA
Clerk of the Senate of Rwanda

Dr Yvonne UMULISA is the Clerk of the Senate. Before her appointment, she served as the Permanent Secretary in the Office of the Prime Minister. Her prior positions include the Permanent Secretary of the Ministry of Public Investments and Privatization, Economic and Finance Policy Analyst at the Parliament/Senate, Lecturer at the University of Rwanda, Department of Economics, Development Policy Analyst and Research Expert at the Ministry of Finance and Economic Planning, and Financial Analyst at Partners in Health/Rwanda.
Dr UMULISA holds a PhD degree in Economics from Jönköping University, Sweden, a Master’s degree in International and Development Economics from the University of Namur and the Catholic University of Louvain, Belgium, a Postgraduate Certificate in Learning and Teaching in higher education, and a Bachelor’s degree in Economics from the University of Rwanda.
Her research has so far focused on the Economics of the East African Community Monetary Union (EAMU), and she has published several good papers in peer-reviewed journals in this area.
