M. Peng Han SIOW

Mr Siow Peng Han was appointed the Clerk of Parliament with effect from 23 September 2025 and is concurrently the Secretary to the Presidential Council for Minority Rights. He has served in the Singapore’s Public Service for 29 years.

As the Clerk of Parliament, he is the Chief Executive and Accounting Officer of the Parliament
Secretariat and serves as the principal adviser on parliamentary procedures and practices to the
Speaker, Deputy Speakers, Chairpersons of Select Committees and Members of Parliament. He
guides and directs all departments within the Parliament Secretariat to provide specialist advice in relation to the House’s proceedings and support services.
