Mr Kalipha MM MBYE

Clerk of the National Assembly of The Gambia

Kalipha MM MBYE is a seasoned parliamentary administrator and law specialist with in-depth knowledge of parliamentary rules and procedures. He holds a master’s degree in law from the prestigious University of Bradford, United Kingdom with over a decade of experience in working with the National Assembly.

 

He has served as a Parliamentary Reporter, Committee Clerk, Table Clerk before rising through the ranks to being Director of Hansard, Director of Table Office and Deputy Clerk for Legal and Procedural Matters.

 

Mr Mbye was also very instrumental in the development of the National Assembly Service, having pioneered the establishment of the administration of Committees and the procedural departments of the Service and represented the National Assembly in many global inter-parliamentary forums where he presented papers to enrich the discourse on parliamentary democracy.

 

He is currently the Clerk of the National Assembly of The Gambia and Secretary to the National Assembly Authority (Parliamentary Service Commission). His role in this capacity include providing advice to the Speaker and other Members of the National Assembly on the interpretation of Parliamentary rules, precedents and practices. In addition to administering the day-to-day performance of the service and administrative functions, it is his duty to implement all decisions by the Assembly.
